Emergency Rule! --Weapon of Mass Destruction??

Please read and review the  new Emergency Rule  (click here) that DCF has put in place as of July 9, 2010 and failed to notify providers of this imperative change.

We as providers need to stand together to fight this horrendous Emergency Rule that DCF has put in place regarding the Wisconsin Shares Program, Overpayment collection, and Suspension of payments to providers, and additional forfeitures DCF may impose ($100 to $10,000 in addition to an overpayment) on providers.

WICCPT does not condone fraud. Nor will we represent fraudulant providers. However, mistakes, lack of training, and misinformation is not fraud. DCF should be held to the same high standards as providers. Premature prosecution of providers is unconstitutional. We believe DCF should complete thorough investigations before prosecution.

Why is DCF implementing such a rule of mass destruction of family child care providers?  DCF claims: “the attached rule is necessary for the immediate preservation of the public peace, health, safety, or welfare.”  If this were truly the case then DCF would not be putting providers and their families out of business.  DCF could have chosen to take a proactive approach working with providers and agencies on effective training that would have prevented most of this mess.  Instead DCF has scapegoated providers and parents.  DCF claims to protect the Tax Payers dollars by eliminating Fraud across the State, but what about the children?

Unfortunately DCF still hasn’t fixed a broken system.  DCF has created mass panic and destruction for families most in need.  Certain media outlets have chosen to report only a partial story on what is truly happening around the State.  You may want to read the articles in the Shepherd Express by Lisa Kaiser to receive more objective information on the persecution of providers by DCF.  These articles may be found at http://expressmilwaukee.com or click on the following links: Wisconsin Day Care Centers: Fraud or Honest Mistakes?, Can Day Care Providers Get a Fair Shake?, The Day Care Crackdown: An Overreaction?, and Wisconsin Shares Day Care Providers Sound Off. It is time for Providers and Parents to join together to stop this unjust persecution of the Child Care field and contact your Legislators and tell them to put an immediate stop to DCF’s Emergency Rule and their overwhelming broad sweep of prosecution that DCF has been pursuing.
