State Budget Hearings: March 23rd-April 3rd 2009. Let your voices be heard!

Updated On: Apr 01, 2009 (14:33:00)

AFSCME perspective on the budget

AFSCME members understand that the nation’s sour economy helped create a nearly $6 billion budget shortfall projected for 2009-2011.  That deficit threatens public services at a time when working families need them most.

Governor Doyle’s proposed budget eliminates the deficit by combining spending cuts and new sources of revenue while optimizing federal aid under the American Reinvestment and Recovery Act.  We think this is a sound approach to fixing the budget deficit.  We accept that some cuts are necessary to get the state out of the red.

But union members also know that many services have been under-funded for years because of shrinking revenues caused in part by loopholes in our state tax code.  Our members also understand that these loopholes force working families to pay more than their share of the cost of public services.

Subsidy Updates

Updated On: Jan 30, 2009 (09:01:00)

Child care providers receive a 1099 form if the provider is an ‘individual/sole proprietor/partnership’ in the child care subsidy system and has received at least $600 in subsidy payments during 2008. If the provider is listed as ‘corporation/non-profit/government’, no 1099 form is issued.

This year, there will be TWO statements issued:

1, Department of Workforce Development (DWD) issues statement for payments between 1/1/08-6/30/08. The payment total must exceed $600 for the time period.

2. Department of Children and Families (DCF) includes payments from 7/1/08 - 12/31/08. The payment total must exceed $600 for the time period.

DWD mailed the statements on 1/16/09 and DCF will send them out on 1/22/09. The 1099 help line is 608-266-8700 for DWD and 608-266-8749 for DCF.
