 Local 373 WICCPT-AFSCME

Official Call of the Membership to Vote

 

A vote of the membership will be conducted regarding the following:

 

Seeking (up to) four (4) delegates and (up to) four (4) alternates to represent Local 373 to the PEOPLE Convention ( PEOPLE is the organization within our Union that guides political activities of AFSCME in Wisconsin Council 40 in the coming year specifically regarding November elections).

Each delegate/alternate that accepts their nomination must, at a minimum:

 

·         Be a member in good standing,

·         Attend one (1) full day training, in person, prior to the convention, location and date tba

·         Attend the full convention, Friday September 24, 2010, and Saturday September 25, 2010 in Appleton, WI. 

·         Vote as a delegate representing Local 373.

·         Attend all workshops, caucuses and activities of the convention as designated by the local.

·         Report back to the Executive Board and the membership regarding the delegation and convention.

·         Responsible for personal transportation and the costs of that transportation.

·         Some or all of the lodging costs may be paid by Local 373. As yet, reimbursement has not been determined.

·         Nominate yourself, or someone else, following the rules below.

·         Nominations must be declared for one position: either “delegate” or “alternate” but not both.

 

Nominations will be accepted by mail (email and phone nominations not accepted) and from the floor at the nominations meeting open to all members.  Dates and deadlines as follows:

 

·         All mail-in nominations must be received at the office at the address below.

·         All nominations must be postmarked no later than Thursday August 5, 2010.

·         Mail-In nominations will be read at the nominations meeting on Thursday August 12, 2010, at 4 pm at the Office (address below).

·         In-Person nominations must be made at the nominations meeting Thursday August 12, 2010, at 4 pm at the Office (address below).

·         Nominees are automatically elected if/when the position(s) are uncontested.

·         If an election is needed, the President of Local 373 will appoint an elections committee to be approved by the Executive Board  of Local 373.

·         Ballots for an election by the membership for the contested position(s) will be mailed to all members in good standing on Friday August 20, 2010.

·         Ballots must be completed, postmarked and returned in the envelope provided, no later than Friday September 10, 2010.

·         Ballots will be tabulated by the Elections Committee on Thursday September 16, 2010.

Official Call of the Membership to Vote

 

A vote of the membership will be conducted regarding the following:

 

The Executive Board of Local 373 is recommending the adoption of the following amendments to the Constitution of Local 373 Wisconsin Child Care Providers Together.  Please review these changes and be prepared to vote yes, or no, by ballot as follows:

 

Language to be deleted is stricken (sample), language to be added is shaded (sample).

1. Article VI. Section 1:  Amend as follows:

Section1. The officers of this local shall be a president, a vice-president, a secretary, a treasurer, and eight executive board members, and these twelve shall constitute the local union executive board. In addition, there shall be elected one member who shall serve as trustee. All other officers and the trustee shall be elected for a term of two years in even-numbered years beginning in 2010.

2. Article VII, Section 6: Amend as follows:

Section 6. The executive board shall be the governing body of the local union except when meetings of the local union are in session. All matters affecting the policies, aims and means of accomplishing the purposes of the local not specifically provided for in this constitution or by action of the membership at a regular or special meeting shall be decided by the executive board. The board shall meet at the call of the president or of a majority of the members of the board. The executive board shall meet monthly, in person, via telephone, or via video conference to carry out the business of the local. A report on all actions taken by the executive board shall be made to the membership within 30 days of such action. A majority of the members of the executive board shall be required for a quorum.

                A. The unexcused absence of any executive board member from three executive board meetings during a single term of office shall automatically vacate that executive board member’s office. Board members who are unable to attend a board meeting or participate in a meeting via telephone or video conference must so notify the Local 373 office or the Local 373 president in advance of the meeting. The executive board will vote on whether each absence shall be considered excused or unexcused.

3.  Article IX This Constitution may be amended, revised, or otherwise changed by a majority vote of the members voting on such proposed change and such change shall take effect only upon written approval of the International President. Proposed amendments to this Consitution must be mailed to each member along with the recommendation of the executive board, a ballot, and a postage-paid return envelope. There shall be at least fifteen days between the date that the amendment is mailed to members and the date by which ballots must be received by the local in order to be counted.  This Constitution may also be amended by majority vote of the members at the annual membership meeting provided that the amendment and the recommendation of the executive board has been published in the local union newsletter and posted on the local union website at least forty five days prior to said annual membership meeting.

Voting will be conducted as follows:

·         The President of Local 373 will appoint an elections committee to be approved by the Executive Board  of Local 373.

·         Ballots for an election by the membership will be mailed to all members in good standing on Friday August 20, 2010.

·         Ballots must be completed, postmarked and returned in the envelope provided, no later than Friday September 10, 2010.

·         Ballots will be tabulated by the Elections Committee on Thursday September 16, 2010.

·         A majority vote (by those members who vote) in the affirmative will lead to the adoption of these changes to the Local 373 WICCPT Constitution.
